Troopers establish PCC scholarship
honoring Roxboro attorney Charlie Hubbard


Roxboro attorney Charles E. (Charlie) Hubbard has been honored by North Carolina and Virginia Highway Patrol Troopers through the establishment of a Piedmont Community College scholarship.

The scholarship fund was established by North Carolina and Virginia State Troopers and will be awarded to a person who is a:
• NC/VA Highway Patrol Trooper or dependent; or
• NC/VA Law Enforcement Officer or dependent; or
• Is a student interested in pursuing a degree in law enforcement.
Recipients should possess and maintain a 3.0 grade point average.

Troopers noted that Hubbard had been a good friend of Sgt. Ernie Wood when he served as a member of the NC Highway Patrol in Person County and that relationship had led to Hubbard’s becoming an advocate for State Troopers over the years. He worked with various state legislators over the years to ensure that troopers received proper equipment and training, including the establishment of the current road course used for Trooper training. Following the death of Trooper Joseph G. Wright of Caswell County in the line of duty in 1972, Hubbard worked with Rep. Billy Watkins and assisted in creating and soliciting support that resulted in the passage of a bill requiring bullet proof vests for Troopers. He also served on the committee that created the Joseph G. Wright Scholarship in Person County. The NC Highway Patrol also honored Hubbard in the past by bestowing him with “Honorary Trooper” status.

Hubbard has been active in the community in many capacities, including over 30 years service on the Person Memorial Hospital Board of Trustees. A strong proponent of education, he has supported Piedmont Community College since the early 1980s.

“It is wonderful that the NC and VA Troopers have decided to honor Mr. Hubbard by creating a scholarship in his name - and very fitting,” said Elizabeth Townsend, Executive Director of the PCC Foundation. “Mr. Hubbard has supported many areas of Piedmont Community College over the years, including the arts program, literacy, the science initiative, scholarship program, and through his membership in the President's Club. The Troopers hope to endow this scholarship with local donations, which means that Mr. Hubbard's name will always be a part of Piedmont Community College.”

Announcement of the scholarship was made in May when the State Troopers also presented Hubbard with the “Spirit of the Trooper Award” from the National Troopers Association.

Donations are being accepted for the Charles E. Hubbard, NC/VA State Trooper Honorary Scholarship. All checks should be made to the PCC Foundation, P.O. Box 1101, Roxboro, NC 27573 and designated as “For Charles Hubbard/Trooper.”
